Too Young to Shave?

I'm not certain this is good for the razor, and most of these mechanical things are gone, but I found one in my late father's medicine cabinet and saved it for something just like this! 

 

 I suspect this would be the following panel if Denis the Menace had done this to Mr. Wilson's razor....
